Chapter 4 describes the Agencies' consideration of international comity concerns and the role of foreign government involvement in determining whether to open an investigation or bring an enforcement action. Chapter 5 provides guidance on the Agencies' pertinent investigatory tools and their enforcement cooperation with foreign authorities. These International Guidelines also include a number of examples that are intended to illustrate how the principles and policies discussed may operate in certain contexts.
